Introduction

WATCH consists of 10 companies performing a total of 47 shows.  A given company will put on between 3 and 7 shows.  Each show will be judged (viewed) by a total of 10 judges.  Thus there are a total of 470 viewing for the entire year.  Thus each company’s judging team will be responsible for 47 viewings.  As much as possible, the viewings should be balanced among the different companies in all respects, with the provision that none of the viewings may be done by the judging team of the company that put on the show.

It will be noted that is each company’s judging team views each of the other shows once, it will view between 40 and 44 shows.  Since this is less than 47, additional views must be assigned.  This was done manually, but the identity of each company was (as much as possible) not determined until after the assignments were made.  This chart is in appendix A.  In the future it is hoped that this step can be automated.

The assignments of the viewings by each judge in a team was done by computer.  Since it was easier to recognize a good schedule than to create one, a large number (2000000) of schedules were generated at random and the best one chosen.  The Total Quality was 937.564.  

Schedule Rating System

Each company schedule was set to 100, and points deducted as follows:
3.00                              A judge must not view two shows by the same company in a row.  
1.00                              A judge must not view two shows by the same company in the space of three viewings  
0.50                              A judge must not view two shows by the same company in the space of four viewings
6.00                              A judge must not view four shows by the same company.  
2.00                              A judge must not view three shows by the same company.  
2.00                              A judge must not view three shows by the same company for a different company.
4.00                              A judge must view shows by at least seven different companies.  

At the end of each month, the number of viewings by the most active judge (year to date) is compared to the number of viewings by the least active judge.  This number must be zero or one.
